- A mockup can use any image it needs: illustrations, badges, logos, photos. Nothing in the rules stops it.
- What matters is where each image comes from. An image from the library or from the live site already exists for devs; a new one is work, and the handoff lists it.
- Icons are different: they're a set, drawn alike. A missing icon is a request to the icon library, not just a file.
